Berkuatkuasa mulai 1 Januari 2009 tertakluk kepada Lembaga Penilaian Kompetensi (LPK) bagi membolehkan agensi pelaksana membuat persediaan sewajarnya tetapi tidak lewat dari 1 Julai 2009.
1. Kelonggaran syarat menduduki PTK bagi pegawai yang memangku, yang dipinjamkan atau ditukar sementara.
2. Kedudukan PTK bagi pegawai yang ditukar lantik ke skim perkhidmatan lain, boleh mengguna pakai kelulusan PTK skim sebelumnya.
3. LPK boleh memberi kebenaran kepada pegawainya untuk menduduki PTK di Kementerian/Negeri/Agensi yang lain mengikut syarat yang ditetapkan.
4. Mewajibkan soalan Pengurusan Kewangan dalam PTK merangkumi 10% hingga 20% dari komponen.
5. Peningkatan komitmen menduduki PTK, memperbaiki keputusan Aras III ke aras IV, diberi peluang sekali sahaja untuk berbuat demikian di Tahap Kecekapan berkenaan. Penangguhan menduduki PTK, pegawai memohon tetapi tidak hadir PTK. LPK boleh menangguhkan pegawai menduduki PTK 12 bulan, jika tanpa alasan yang munasabah.
6. Perubahan bentuk keputusan komponen penilaian dalam bentuk gred. Gred A,B,C,D. Kombinasi keputusan komponen, prinsip aras terendah, (A+B = Aras III / C+D= Aras I / A/B+D = Aras II).
7. Pemanjangan Nilai Taraf boleh diterima untuk diguna pakai oleh LPK Kementerian/Negeri/Agensi yang lain sekiranya mempunyai kelayakan dan skim yang sama.
8. Penyelarasan Program Bimbingan PTK dengan latihan jabatan. Ketua Jabatan menstrukturkan semula program persediaan PTK supaya lebih sistematik dan dijadikan sebagai modul dalam program latihan jabata yang berterusan.
